Indecent exposure, in California, will be charged against an individual who willfully and lewdly either exposes his or her person (or the private parts thereof), in any public place, or anywhere where there are people who may be offended or annoyed, or who counsels or assists another to publicly expose him or herself or to take part in any model or other public exhibition that is offensive to decency, or is adapted to excite vicious or lewd thoughts or acts.
